Submission of Canadian Civil Society Organizations to the Committee on the Rights of Persons with Disabilities

On the List of Issues Prior to Reporting [Canada] to be adopted during the 22nd Session of the Committee on the Rights of Persons with Disabilities

ARCH and numerous disability organizations and groups prepared a submission to the United Nations Committee on the Rights of Persons with Disabilities (“Committee”) on July 26, 2019.  The submission provides the Committee with a range of issues regarding each article in the Convention on the Rights of Persons with Disabilities (“CRPD”) as it prepares a List of Issues Prior To Reporting (“list of issues”) which will be the questions that Canada will have to respond in its second review of CRPD implementation.

The list of issues is prepared by the Committee prior to Canada’s periodic report on the measures it has adopted to implement the Convention on the Rights of Persons with Disabilities (“CRPD”). This submission was made with the purpose of providing the Committee with relevant input prior to the drafting and adoption of the list of issues.

On May 11, 2019, immediately following Canada’s first National Summit on Disability, ARCH and approximately 25 leaders from across Canada met in Ottawa to develop a plan to share our views with the Committee through the List of Issues Prior to Reporting process.

Together we decided that individual organizations would take responsibility for each Article of the CRPD (from 1-33). We in turn would work with the broader disability communities to gather and synthesize their views. Over the following 8 weeks all organizations that contributed to this submission including ARCH consulted with their communities and supporters to provide the Committee with views that represent a cross-section of persons with disabilities in Canada, including women with disabilities, children with disabilities, Indigenous persons with disabilities, persons with mobility disabilities, persons who are culturally Deaf, deaf, and hard of hearing, persons with vision disabilities and blind persons, persons with intellectual and developmental disabilities, persons with psychosocial disabilities, persons with dementia and Alzheimer’s, and persons who use guide and service dogs.
