Meaningful Participation of Persons with Disabilities in Regulation Making

This report presents research findings about barriers that prevent persons with disabilities from participating in processes to develop new regulations. The report analyzes these barriers in the context of legal requirements in the Accessible Canada Act, Canadian human rights jurisprudence and the Convention on the Rights of Persons with Disabilities. The report includes recommendations for actions Canadian regulators can take to make regulation development processes more accessible, inclusive and meaningful for persons with disabilities.
